alright!
firstly you need to know how to take your fork apart.
with tripples its easier than single crowns (if you have pinch bolts on both crowns that is...)
anyway you need to get the lowers off the stanchions and protect the seals and use some stuff called nitromorse. its a cellulose paint stripper and eats paint for breakfast.
just past it on an watch the paint flake away!
as far as your stanchions go, they will be annodized or have some kind of special finish which ISNT paint, and is there for a smooth finish to prevent friction and to provide a good seal against your forks seals and bushings, there for DONT do anything to it, it will seriously damage your fork.

not to insult your intelligence or mech know how, but did you set it up right? or was it a manufacturer flaw? regardless, that's shitty, good thing you caught it before it jacked your fork up too bad.
